Information:

How to get there:
Take Frazier Mountain Park Road west from I-5. (This is the exit after Gorman when driving north on I-5.) Keep right in Lake of the Woods, onto Cuddy Valley Road. Stay on what appears to be the main road, this will get you to the big parking lot at Mount Pinos trailhead. The location is N34.81332, W119.12695, elevation about 2535 meter. Park here, the summit road is closed with a gate just above this trailhead.
Route description:
Follow the summit road that starts out going parallel with the parking lot, a few meter above it. You will see the summit with an antenna as you cross a flat area below. Take the right fork (to the antenna) when the road splits, this is essentially there. The highest point has been kept outside the fence of the antenna.
Comments:
I arrived at the parking at 1300 and walked to the summit in 30 minutes. After visiting the summit I walked a bit further on the other branch of the road to see an information sign as well as a good viewpoint looking west. I returned after 15 minutes and walked back down to my car arriving there at 1405.
