Remove WORKFLOW.md

Remove outdated “workflow” documentation. Also remove mention of it in
the VERSION_CONTROL.md document.

There were several problems with this document:

• It only referred to Git for version control, although magnolia-eclipse uses a Subversion repository (canonical), and there doesn’t seem to be any public Git repositories.
• It referred to a magnolia project on the “BLDL” organisation on GitHub, but this repository doesn’t exist.
• This is not a problem with this document, but I’ve intended the VERSION_CONTROL.md document to supersede this one when it comes to documenting version control. And since a lot of this document dealt with version control, a lot of it isn’t useful any more.
• The “maintainers” section is brief and perhaps not needed, since Anya is the only maintainer right now.
